Is a delinquent owner eligible to run for the board, and when is the cutoff measured?

Short answer

No. § 720.306(9)(b) disqualifies candidates who are delinquent in any monetary obligation to the association as of the notice-deadline date. The delinquency cut-off is the notice date, not the election date.
