§ 720.306(1) sets the default quorum at 30% of total voting interests. Pre-1999 declarations may be subject to the statute in effect at the time of recording (Kaufman pinning); if your HOA was formed before 1999, consult the exact version of Ch. 720 that was in force at your declaration's recording date.
